Root user is the super user in Linux, basically its same as the administrator in windows, but we cannot make any other user as privileged as root(in windows we can make anyone as administrator). Root user has unlimited privileges and he is responsible to do all the configurations and maintenance tasks. Root has all the destructive privileges also.

you can set date, time and even timezone over there.

If you want u can synchronize the time over network by turning on NTP (Network Time Protocol) support. You can activate UTC (coordinated universal time)also in the timezone tab.
